"The evaluation phase of this project will look at logging policy, and the options available for the provision of one or more loghosts. If this turns out to be viable, the implementation phase will actually do it."
(In fact, to keep the issues clear and to aid in tracking, a separate "loghost implementation" project was forked to cover that part of the original brief, and this project was repurposed to evaluate our existing logging practice and to produce a policy to cover our future practice.)
